Ah ha! I figured it out.

I changed this line:
$config{'cgi_dir'}= 'cgi-bin'; # Default for most servers

to this:
$config{'cgi_dir'}= ''; # Default for most servers

in the config file.

Kinda weird. I must've setup my server is some odd way. Do you think something will go wrong having it setup this way? Would this consider to be unsecure?

Yes, it is insecure because everybody can read your data files.
