Hello.
 Thank you for such nice software. I am finding it really helpful and useful. great job.

  I was wondering if anyone has changed the code so that there is an approval process before a user can post an item for sale? This would be much helpful to know before I dive in and code.

  Each cat is a LLL group for them to list their items. I only want the leader of that area to post to the new items.

That is an interesting idea but extremely broad.
For example, I might require a seller to post a valid credit card before they can beging listing.
You may require a driver's license or ss# before you would feel comfortable.

I have have removed the "Post New Item" link in the navigation bar and have not had any problems.

Perhaps the best way is to redirect interested sellers to a form that has all the information you require before allowing them to sell. Once thet get you approval you can email them the URL to begin posting

All of this could be a topic when the auction uses an accounting system.
I think I will take the idea and will implement it into the current code of v1.6.2
There is a field 'Status' (user.dat) - so I could add the word 'veryfied' to it.
I will think about that ...

That is what I was thinking. Having another check (status) for the user when they fill out the new item information to check if they are varified or not. I will set something like this up. I will know who these select people are before they register for now.
I am not going to have payments pass through the site. Just bidding.
For example,
  Each cat is a LLL group lead by a different group of people. They ask companies for donations to raise money for the group. These leaders should be the only people able to post new items for auction and to set the date to correspond (another change I will make to allow longer than 14 days) with their event date. The online auction will close at the event date and might resume at the event with the closing online bid as the starting bid at the event. If the event isn't going to have live auction then the buyer will pay and collect their items they bid on online. I am going this way because all the different groups have different payment accounts and such, more to code in short time.

I am planning on getting this ready and running by July5th.

What type of varification are you thinking of?
